FERPA is a law that protects a student's records. In order for a student to access his/her record, he/she must fill out a certificate of dependency form and return it to the Office of the Registrar. Once this form is on file this person will be able to inquire about your student's account and balance information.
**Note: Even if the student is considered a minor, according to FERPA the "rights" transfer to the student and have to be granted to a parent/guardian by the student.
